US Oil Imports Could Defy Legislation Impacts

According to the US Energy Information Administration (EIA), net US crude imports averaged 2.7million barrels per day in 2022. Gross imports were 6.3 million b/d, while exports averaged 3.6million b/d. Assuming the higher figure, 2030 would see that figure plummet to 1.6 million b/d, according to the DOE — a notion that drew significant skepticism. “They are assuming shut down refinery capacity, and that is part of what they’re basing their numbers on,” said John Auers of Refined Fuels Analytics. While the US did experience a massive rationalization of downstream capacity starting in 2019, that dynamic is drawing to a close for now. Beyond LyondellBasell’s anticipated closure of its Houston facility and the rest of Phillips 66’s Rodeo, California refinery going offline, Auers and several other forecasters do not expect more closures to occur this decade. “We don’t have anything [shutting down] beyond what’s already announced,” Auers said. “We don’t have any shutdowns through 2030.That could change and it could be a casualty of a catastrophe, of course.”
