Keystone Still Down, No Timeline for Restart

If Keystone remains shut down for long, the roughly 600,000 b/d that was traversing the line this year would struggle to find alternative delivery systems. Enbridge’s lines are running near capacity and the rail system is congested.
The recently reversed Capline has spare capacity, however, according to analysts with RBN Energy.
“This 40-inch-diameter pipe once moved up to 1.2 [million b/d], but until recently was utilizing less than 10% of its capacity,” RBN’s Housley Carr said in a recent research note. “At that rate, the pipe only runs part of the time, in start-stop fashion, which means it takes the crude a long time to get from source to destination.”
However, crude must first get to Patoka in order to access the Capline.
