Tired of Waiting for You - U.S. LNG at a Standstill Waiting out Construction, Regulatory, Legal Delays

U.S. LNG was poised for a year of massive growth in 2024, with new terminals and expansions set to cause feedgas to rise and commercial success in the years following Russia’s 2022 invasion of Ukraine set to spur further LNG project development. Instead, construction delays have pushed projects back and feedgas in the past three months has averaged about 500 MMcf/d less than the same period last year. Meanwhile, the Biden administration’s pause on non-free trade (FTA) export licenses, lengthy delays to the Federal Energy Regulatory Commission (FERC) authorization process and the resulting legal challenges to both have brought project development to a near-standstill. In today’s RBN blog, we look at current U.S. LNG feedgas demand and how construction delays have shifted expectations for the next few years.

From Here to There to You - Enbridge's Heavy- and Light-Oil 'Supersystems' to Texas's Gulf Coast

In small steps and giant leaps, Enbridge has been building out two “supersystems” for transporting crude oil to refineries and the company’s own export terminals along Texas’s Gulf Coast, one moving heavy crude all the way from Alberta’s oil sands to the Houston area and the other shuttling light oil from the Permian to Enbridge’s massive terminal in Ingleside on the north side of Corpus Christi Bay. There’s nothing quite like it — first, an unbroken series of pipelines from Western Canada to Enbridge’s tank farm in Cushing, OK, (via the Midwest) and from there to Freeport, TX, on the twin Seaway pipelines; and second, the Gray Oak and Cactus II pipes from West Texas to the U.S.’s #1 crude export terminal. And the midstream giant is far from done. New projects and expansions are in the works, as we discuss in today’s RBN blog.

Sooner or Later - The Crude Oil Pipelines to Corpus Christi Are Filling Up. What Happens Then?

It’s been an awesome run for the Port of Corpus Christi’s crude oil export business, which captured about 60% of total U.S. volumes in 2022, up from only 28% in early 2018. But the rate of increase has slowed way down, even though shipping economics give Corpus a distinct advantage. The problem? Pipeline capacity, or more accurately, a lack thereof. The pipelines from the Permian to Corpus that were the driving force behind the Corpus export success story are filling up. The only questions are, how much time is left before the pipes are truly maxed out and what is likely to be done about it? In today’s RBN blog, we examine the data to see what it reveals about the looming capacity constraints.

Dizzy - U.S. LNG Feedgas Volumes Swing Wildly Ahead of Peak Winter Demand

Total U.S. LNG export capacity is around 12 Bcf/d, including the still-commissioning-but-nearly-complete Calcasieu Pass. About 13.5 Bcf/d of U.S. natural gas supplies, or feedgas, is required to produce that much LNG, but feedgas demand has averaged just 10.5 Bcf/d over the past week despite still-soaring global gas prices and an undersupplied global LNG market. Two U.S. terminals are currently offline: Freeport LNG, which has been out of service since an explosion and fire in June, and now Cove Point LNG, which shut for annual maintenance October 1. Beyond those outages, which have taken about 2.75 Bcf/d of demand out of commission, LNG feedgas volumes have been extremely volatile, swinging as much as 2 Bcf/d within a week. Don’t expect this to last, however — with winter approaching, the return of both Freeport and Cove Point on the horizon, and the full startup of Calcasieu Pass in sight, feedgas demand will likely rise to new heights and soon consistently top 13 Bcf/d. Canadian gas storage levels concluded the most recent heating season at multi-year lows, especially in the western half of the nation, which hit a 16-year low at the end of March. Though storage sites have been refilling at a steady rate so far this summer, storage in the west, a region vitally important for balancing the North American gas market during high winter demand, remains unusually low for this time of year. How Much More Can She Stand - Crude Export Capacity at Existing Gulf Coast Terminals

With a number of U.S. producers slashing their drilling plans for 2020, crude oil production may flatten or even decline somewhat in the oil-focused basins over the next few months. Still, large volumes of crude — somewhere north or south of 3 MMb/d — will need to be exported from Gulf Coast docks for the foreseeable future to keep U.S. supply and demand in relative balance. That raises the questions of whether more export capacity will be needed, and if so, how much and when? The answers to these questions depend in large part on how much crude the existing marine facilities in Texas and Louisiana can actually handle. Today, we begin a series that details the region’s export-related infrastructure and examines its capacity to stage and load export cargoes this year and beyond.

When the Going Gets Tough - The Halting Progress of U.S. LNG Export Capacity Additions

2019 was supposed to be a milestone year for U.S. LNG exports. And to a degree, it has been. Natural gas pipeline deliveries to liquefaction and export terminals have peaked above 6.5 Bcf/d in the past couple of weeks and averaged about 6 Bcf/d for that period, up nearly 2 Bcf/d from where they started this year and more than twice where they stood at this time a year ago. But the growth has come haltingly as under-construction projects have faced a number of setbacks and delays. Moreover, the longer-term, “second-wave” export projects still in the early stages of development and looking to pass “go” are facing challenges of their own, including global oversupply and collapsed margins. People Get Ready - A Lot of New LPG Export Dock Capacity Is On the Way

By the third quarter of next year, the Enterprise Hydrocarbons Terminal (EHT) on the Houston Ship Channel will have the capacity to export nearly 1.1 MMb/d of LPG — 435 Mb/d more than it can today. Also, Targa Resources and Energy Transfer are each planning 200-Mb/d expansions at their LPG export docks along the Texas Coast, and Phillips 66 and MPLX may very well be announcing projects of their own soon. All this suggests that there will be ample dock space available to propane and butane shippers if, as we expect, LPG volumes continue to ramp up in the 2020s. And, with Enterprise Products Partners’ promise to offer super-competitive rates at EHT, shippers are likely to enjoy low send-out costs. Let It Flow - Factors Affecting Feedgas Demand and LNG Exports in 2019

With U.S. natural gas production levels near all-time highs and storage injections running strong, LNG exports will be a critical balancing item for the domestic gas market this year. Yet feedgas demand in recent months has been anything but stable; rather, it’s proving to be susceptible to volatility, driven by a combination of offshore weather conditions, maintenance events, start-up activity and global market conditions, among other factors. At the same time, timelines for the remaining 20 MMtpa (2.6 Bcf/d) of new liquefaction capacity still due online this year are moving targets as coastal weather, construction-related delays and other variables affect target completion dates.
