Wild, Wild West - Natural Gas Price Blowouts Signal Worsening Westbound Supply Constraints

Last week, even as natural gas day-ahead prices went negative in the Permian’s Waha Hub in West Texas, spot prices at northern California’s PG&E Citygate last week traded at a record-smashing $55/MMBtu, according to the NGI Daily Gas Price Index — close to 100x the Waha price. Other hubs west of the Continental Divide also surged to record levels, while markets just east and north of there were largely unruffled — a sure sign of bottlenecks for moving gas into West Coast markets. This is just the latest instance of severe gas supply shortages and constraint-driven price disruptions out West in recent years (even ignoring Winter Storm Uri and the Deep Freeze of February 2021). Moreover, it’s arguably taking progressively more benign market events to trigger similar or worse shortages. What’s going on? Sunny in Seattle - Prolific Renewables Are Key to Pacific Northwest Hydrogen Hub Plans

The Department of Energy’s (DOE’s) $8 billion program to accelerate the development of regional hydrogen hubs is shifting into a higher gear. DOE in early November received an unspecified number of “concept papers” on prospective hubs and is now reviewing their merits, with plans to provide applicants with initial feedback within the next few days. By April 2023 — when full proposals are due — there’s a good chance that, based on DOE’s input, a least a few individual projects will be combined into a smaller set of stronger proposals. A case in point may be two competing but seemingly complementary hydrogen-hub plans in the Pacific Northwest. Chain Reaction - BC Pipeline Outage Disrupts Western U.S. Winter Gas Prices and Flows

Natural gas markets in the U.S. Northwest have been in turmoil ever since a rupture on Enbridge’s BC Pipeline system over a month ago (on October 9) disrupted Canadian gas exports to Washington State at the Sumas border crossing point. Service on the affected line has been restored but at a reduced operating pressure for now, and Canadian gas deliveries to Sumas remain at about half of their pre-outage levels, creating supply shortages in the region. Spot natural gas prices at the Sumas, WA, trading hub have been volatile, soaring well above Henry Hub and rocketing to a record outright price of nearly $70/MMBtu late last week. The outage has reverberated across the Western U.S. gas market, sending regional prices reeling as gas flows adjusted to help offset supply shortages. Today, we examine the knock-on market effects of the outage on Western gas flows and prices, and potential implications for the winter gas market.

Rocky Mountain Breakdown - Western Natural Gas Markets Whack Rockies Producers

Efforts to increase natural gas production in the Rockies are running into a brick wall — make that several brick walls. To the east, burgeoning gas production in the Marcellus/Utica region is surging into Midwest markets, pushing back on Rockies gas supplies. To the south, Permian gas production is ramping up toward 8 Bcf/d, most of it associated gas from crude-focused wells — volumes that will be produced even if gas prices plummet. To the west, Rockies gas faces an onslaught of renewables in power generation markets, where wind and solar are increasingly replacing gas fired and coal generation, especially during non-peak periods when the sun is shining and the wind is blowing. To the north, Western Canadian producers facing a where-do-we-send-our-gas problem of their own are only days away from having expanded pipeline access to U.S. West Coast markets — access likely to displace some of the Rockies gas which has been flowing west. Today, we discuss highlights from a new report by our friends at Energy GPS that assesses these developments and explores their implications.

Floating Bridge - West Coast Alternatives for Exporting LPG to Asian Markets

The Pacific Northwest will never be a Houston or even a Marcus Hook when it comes to liquefied petroleum gas (LPG) export volumes, but the region — British Columbia, Washington State and Oregon — is finally poised to get a second marine terminal dedicated to loading propane and butane, the two LPG family members. When AltaGas and Royal Vopak’s planned 40-Mb/d LPG export terminal on BC’s Ridley Island comes online in the first quarter of 2019, it will join Petrogas’s 30-Mb/d terminal in Ferndale, WA, in offering time-saving, straight-shot LPG deliveries to Asia, which has emerged as a leading destination for North American-sourced propane and butane. Other LPG export terminals in the Pacific Northwest have been proposed. Today we begin a blog series on propane and butane exports from Ferndale and the prospects for regional export growth.

Sweet Dreams Are Made of This - Cheap Crude and Captive Market Boost PNW Refineries

The five refineries in the U.S. Pacific Northwest (PNW) performed better in 2016 than rivals on the East Coast for two main reasons. First, the changing pattern of North American crude supply has worked to their advantage. Faced with the threat of dwindling mainstay crude supplies from Alaska, refiners in Washington State replaced 22% of their slate with North Dakota Bakken crude moved in by rail. They have also enjoyed advantaged access to discounted crude supplies from Western Canada. Second, PNW refiners face less competition for refined product customers than rivals on the East and Gulf coasts, meaning they have a captive market that often translates to higher margins. California Sunset - Radical Shifts in the Golden State's Power and Gas Markets - Part 2

After averaging more than a nickel below Henry Hub all this year, the California Border natural gas price spiked to 66 cents/MMbtu above Henry on Friday.  This kind of price volatility is no surprise to anyone following the radical shifts in California energy markets, starting five years ago when the state legislature enacted its 33%-by-2020 renewable portfolio standard (RPS) law.  By mid-2015, more than 14,000 MW of new solar and wind power had pulled down gas demand in California to the point that natural gas prices at the SoCal Border were averaging a negative basis to Henry Hub.  Still not satisfied, last year California legislators voted to establish a 50% renewables target for 2030.  On top of it all, the West Coast was coming up on a La Niña year that would bring more rain –– and hydroelectric generation –– to the Pacific Northwest and eventually into California. With all that renewable power (solar, wind and hydro), California seemed headed for an unprecedented period of low gas prices, but it did not turn out to be so simple.  In today’s blog, we continue our look at California’s power and gas markets with the events and drivers that shaped late 2015 and the first six-plus months of 2016, and consider what’s to come.

California Sunset - Radical Shifts in the Golden State's Power and Gas Markets

California energy markets look quite a bit different today than they did five years ago when the state enacted a renewable portfolio standard (RPS) law that requires every utility and other electricity retailer to serve 33% of their load with renewable energy by 2020. Since then, California has seen huge changes in its energy balances – it shut down the nuclear generating plants at San Onofre, regulators expedited the build-out of new transmission lines to get more wind and solar power into the market, the state implemented a carbon cap-and-trade program, the legislature increased the RPS target to 50%, and SoCal Gas’s Aliso Canyon natural gas storage facility sprung a leak.  Today, we look at the changes in California’s energy markets since 2011, and what they mean for future developments in a state far out front in the adoption of renewables and environmental regulation.

Who Stopped the Rain—Natural Gas Gaining Market Share in Hydro-rich Northwest

Blessed with vast amounts of hydroelectric capacity, the Pacific Northwest has traditionally only turned to natural gas as a supplemental source of power. Sure, gas use for power generation ramps up during drier months of the year, and rises significantly in “dry” years like 2010 when lower-than-normal wintertime precipitation reduced river flows and hydro plant output in late spring and early summer. This year is shaping up as another dry one, but other factors are boosting gas demand in the region. New gas-fired plants are being built to replace retiring coal units and to keep pace with load growth and the prospect of relatively low-cost gas for the foreseeable future is encouraging gas-based industrial growth in the region. Today we look at what’s driving gas demand in the Pacific Northwest and how the region’s pipeline infrastructure is being expanded.
