For a few years now, the Shale Revolution has been opening up development opportunities hardly anyone would have thought possible in the Pre-Shale Era. For example, new crude oil, natural gas and NGL pipelines from the Permian to the Gulf Coast, lots of new fractionators and steam crackers, as well as export terminals for crude, LNG, LPG, ethane and, most recently, ethylene. And here’s another. Thanks to the combination of NGL production growth and new ethylene supply — plus increasing demand for alkylate, an octane-boosting gasoline blendstock — the developer of a novel ethylene-to-alkylate project along the Houston Ship Channel has reached a Final Investment Decision (FID). Today, we discuss how the FID is driven by both supply-side and demand-side trends in the NGL and fuels markets.

You Can't Always Get What You Want - Buckeye Partners' Revised Plan for the Laurel Pipeline

For a couple of years now, Buckeye Partners has been working to advance a controversial plan to reverse the western half of its Laurel refined-products pipeline in Pennsylvania to allow motor gasoline, diesel and jet fuel to flow east from Midwest refineries into the central part of the Keystone State. Some East Coast refineries that have relied on Laurel for 60 years to pipe their refined products as far west as Pittsburgh have been fighting Buckeye’s plan tooth and nail, arguing that it would hurt their businesses and hurt competition in western Pennsylvania gas and diesel markets — and refined-product retailers in the Pittsburgh area agree. Now, after a state administrative law judge’s recommendation that Pennsylvania regulators reject Buckeye’s plan, Buckeye has proposed an alternative: making the western half of the Laurel Pipeline bi-directional, which would allow both eastbound and westbound flows. Today, we consider the latest plan for an important refined-products pipe and how it may affect Mid-Atlantic and Midwest refineries.

The opening of Mexico’s refined-products sector to competition after 80 years of Pemex monopoly is spurring the development of new motor fuel-related distribution infrastructure on both sides of the U.S.-Mexico border. A number of these pipelines, rail loading/unloading facilities, storage and other projects aren’t advancing as quickly as their developers may have hoped — replacing the old order with the new is taking time. But the need for new infrastructure is evident. Today, we continue our series on efforts to facilitate the transportation of motor fuels from U.S. refineries to ­­— and within — Mexico, this time focusing on rail-related projects.

Gonna Fly Now - Ample Crude Supplies Help Boost Rocky Mountain Refiners' Margins

Refiners in the five Rocky Mountain states that make up the U.S. Energy Information Administration’s Petroleum Administration for Defense District 4 — or PADD 4 — enjoy higher margins than their counterparts in every other part of the country except California. Quarterly crack spreads for domestic crude in PADD 4 averaged $25/bbl between 2014 and 2017, while those for Canadian crude averaged $31/bbl. Today, we explain that these lofty cracks reflect an abundance of crude — both from indigenous Rockies production and Canadian and North Dakota supplies passing through the region — as well as higher-than-average diesel and gasoline prices.

Into the Void - Refined-Product Delivery and Storage Infrastructure in Mexico, Part 2

U.S. exports of motor gasoline and diesel to Mexico are up 60% from two years ago, and the ongoing liberalization of Mexican energy markets is allowing players other than state-owned Pemex to become involved in motor fuel distribution and retailing there. But there’s a catch. The port, pipeline, rail and storage infrastructure currently in place to receive U.S.-sourced gasoline and diesel and transport it within Mexico is inefficient and stressed. Further, Pemex owns or controls most of these fuel logistics assets and has been slow to make them available to others. Today, we continue our series on efforts to facilitate the transportation of motor fuels to and within the U.S.’s southern neighbor.

The Price You Pay (for Premium Gasoline) - The Widening Price Differential Between Premium and Regular Gasoline

Over the past five years, the price differential between regular and premium gasoline has been widening steadily.  According to the Energy Information Administration (EIA), as of July 2017 the premium -vs.-regular differential reached $0.53/gallon — more than double the differential in 2012. This has produced cringe-worthy experiences at the pump for consumers requiring the premium grade and an incentive for refiners to optimize the gasoline pool.  Consequently, refiners have been making operational adjustments and capital investments to squeeze additional high-octane components out of their feedstocks. Today we examine the premium-regular gasoline differential, provide a primer on gasoline blendstocks and octane levels, and discuss some contributing factors to the widening divide between the pump prices of 87- and 93-octane gasoline.

I'm a (Not So) Little Teapot - The Surprising Influence of China's Independent Refineries

Their nickname — teapot refineries — may make them seem small and nonthreatening, but China’s privately owned, independent refining sector is anything but. Teapots have been growing in size and processing sophistication, and they now account for about one-quarter of total Chinese refining capacity. Their rise has raised the ire of China’s big national oil companies, who are pressing the government to rein in teapot refiners’ aggressive tactics and alleged circumvention of tax and environmental laws. Today we look at the growing role of China’s teapot refineries, the challenge they pose to much larger competitors and the Chinese government’s recent efforts to put a lid on the teapots’ ambitions.

Lady Arbitrage - Moving More Midwest Motor Fuels Into the East

Each winter, New York spot prices for gasoline and diesel spike higher than spot prices in Chicago, opening a seasonal arbitrage opportunity for Midwest refineries and motor fuel marketers—if only they could move more product east from Petroleum Administration for Defense District (PADD) 2 to the East Coast’s PADD 1. Midstream companies have taken note, and have been adding eastbound refined product pipeline capacity in Ohio and Pennsylvania. So far the aim has been to move gasoline and diesel as far east as central Pennsylvania, but the longer-term goal seems to Philadelphia, which ironically is the center of East Coast refining. Today we look at the ongoing shift in market territories claimed and sought by gasoline and diesel refineries and marketers in PADDs 1 and 2.
