The Environmental Protection Agency (EPA), which has been working through a backlog of petitions for small refinery exemptions (SREs) for the 2016-24 compliance years, approved 63 full exemptions on Friday, the agency said. It also approved partial exemptions to 77 others and denied 28, while finding seven others ineligible.

The agency said the actions were aimed at getting the SRE program “back on track” and a recognition that some small refineries are impacted more significantly than others by regulations under the federal Renewable Fuel Standard (RFS), which requires biofuels to be blended into transportation fuels. The agency also reaffirmed its policy to grant 50% exemptions for refiners that could demonstrate partial hardship. Prior to the 2018 compliance year, partial exemptions (orange bar sections in chart below) were not granted.
