Thinking Out Loud - What Might Be the Timing and Scope of the Ramp Up of Gas into LNG Canada?

LNG Canada, under construction for nearly six years on Canada’s West Coast, is rapidly approaching the time when first gas will be entering the plant for testing and calibration of equipment, marking an important transformation for the Western Canadian natural gas market. This will kick off what will likely be about a yearlong testing process before officially entering commercial service in mid-2025. In today’s RBN blog, we consider daily gas flow data from the startup of similar-sized LNG plants on the U.S. Gulf Coast and develop a conjectural timeline for LNG Canada to help assess how much gas will flow to the site — and how soon — and when LNG exports might begin.

Where It's At, Part 2 - Timing Is Everything for Gulf Coast Gas Producers, LNG Offtakers

As U.S. LNG export project development accelerates along the Gulf Coast, one of the big uncertainties is where will all that feedgas come from? We estimate that there are a dozen Gulf Coast projects totaling 16 Bcf/d of export capacity in the running for completion in the next decade, with 60% of that capacity sited along a less-than-100-mile stretch of coastline straddling the Texas-Louisiana border. One of the major factors that will influence the timing and commercialization of the projects is the availability of feedgas supply where and when it is needed. With pipeline projects and production growth in the Marcellus/Utica shales at a veritable standstill, the Texas and Louisiana production regions — the Permian, Eagle Ford and Haynesville — are the frontrunners for serving the bulk of the resulting Gulf Coast demand growth. Assuming no midstream constraints, RBN’s Mid-case production forecast anticipates growth from the three basins will total 15.5 Bcf/d by 2032. Where It's At - More Gulf Coast LNG Export Capacity Is on Its Way. Where Will the Feedgas Come From?

The first wave of Gulf Coast liquefaction and LNG export facilities was well-timed, coming as it did with fast-rising natural gas supplies in the Lower 48 and a slew of pipeline reversals and expansions that enabled billions of cubic feet a day of low-cost Marcellus-Utica gas supplies to reach Gulf Coast markets. Permian and Haynesville supplies helped too. The next wave of LNG development, which will kick off in earnest in 2024, may not go quite as smoothly, however. Global demand for LNG is there — there’s little doubt about that. But the next phase of export capacity growth may well be hemmed in by domestic factors, namely the timing and availability of gas supplies to the Gulf Coast due to potentially serious midstream constraints. Just like there’s room for Amazon and Etsy in the e-commerce world — one for mass marketers and the other for artisans — there’s room in the energy industry for both large- and small-scale LNG companies and plants. By focusing on the development of niche markets and scaling their production and distribution operations accordingly, a number of smaller (but growing) players in the LNG space have been making natural gas available to a surprising variety of customers: from industrial, oil-and-gas and mining companies to rocket launchers, Caribbean resorts and island utilities. ESG is a big driver — the LNG supplied often replaces diesel, fuel oil and propane, which can have bigger carbon impacts. Massive LNG export terminals and shipments to Europe get all the attention these days, and for good reason. But there’s a lot more going on with U.S. LNG below the radar, and on a much smaller scale. Peak-shaving liquefaction plants to help gas-distribution utilities up north keep the lights on during high winter demand periods. Plants that make LNG for a wide variety of industrial, mining and oil-and-gas-production customers, and for LNG-powered trucks and ships — often to help reduce emissions and meet ESG goals. And there are a number of small liquefaction plants in the U.S. that export LNG to power-generation and industrial customers in the Caribbean and Mexico. Three's (Not Always) A Crowd - Qatar Stresses Scale In New Round Of LNG Expansion

Among the 21 countries able to liquefy methane and export LNG, Australia, Qatar, and the U.S. are the hands-down leaders, holding more than half the world’s liquefaction capacity among them. For now, Australia holds the top position but its capacity buildout is all but complete. While a number of liquefaction projects are planned Down Under, only one has reached the final investment decision (FID) stage in 2021, and it’s relatively small. Future growth seems much more likely to come from the two other big guns. Developers in the U.S. are cautiously thawing the plans for LNG projects they put on ice in mid-2020, when global natural gas prices slumped along with economies during the early months of the COVID-19 pandemic. And in February, Qatar, which was runner-up to Australian capacity until it slipped to third place due to recent U.S. additions, took FID on the first of two supersized projects to expand its LNG capacity. Reaching Out - The Gathering Pipes That Will Supply the Coastal GasLink Pipeline

It will still be a few years until Canada joins the ranks of nations exporting natural gas in the form of LNG. Until then, a great deal of work has to be completed on both the LNG Canada liquefaction and export facility in Kitimat, BC, and the primary gas pipeline linked to it: the Coastal GasLink. Unlike most LNG export sites in the U.S., which can receive feedgas from multiple production basins via an array of major trunklines, the LNG Canada plant will be relying on gas supplies from primarily one basin: the Montney in Western Canada. And all that feedgas will be transported across British Columbia through one mammoth pipeline. In today’s blog, we take a closer look at the small number of pipelines that will supply gas from the Montney to Coastal GasLink for eventual delivery to LNG Canada.

Steady As She Goes? - U.S. LNG Exports Grow in a Weakening, Highly Uncertain Market

New U.S. liquefaction trains and export terminals have added LNG to an oversupplied global market. International gas prices are at their lowest levels in several years, price spreads between the U.S. and destination markets have collapsed and — to make matters even worse — a coronavirus pandemic threatens to undermine LNG demand growth. U.S. LNG exports nevertheless have been increasing with each new liquefaction train that comes onstream, though, mostly because their long-term offtake contracts make cargo liftings relatively insensitive to global prices. Break the Ice - Could an Alaska North Slope LNG Project Undercut Gulf Coast Competitors?

A number of proposed liquefaction plants and LNG export terminals along the U.S. Gulf Coast are racing to secure regulatory approvals and line up sales and purchase agreements, all in the hope of reaching final investment decisions before their rivals. Yet, these Texas and Louisiana projects now face competition from a facility that would be sited more than 3,000 miles away, in the icy waters just off the North Slope of Alaska. Qilak LNG would use a “near-shore” liquefaction plant in the Beaufort Sea off Point Thomson, AK, to supercool the region’s nearby, abundant and now largely stranded supplies of natural gas, load the resulting LNG onto ice-breaking carriers, and use these carriers to make shuttle runs to and from LNG customers in Asia. When the Going Gets Tough, Part 2 - The Halting Progress of U.S. LNG Export Projects

There’s a tough race underway among U.S. LNG developers jockeying for position in the global LNG market. U.S. supply growth has spurred the development of more than two dozen LNG export projects, the bulk of them along the Texas/Louisiana Gulf Coast. But regulatory bottlenecks and deepening oversupply conditions in international markets are creating strong headwinds and slowing the momentum for some of these massive projects, making it harder and harder for them to reach the regulatory and commercial milestones they need to pass before they can progress to the construction phase. That said, several projects have eked out big wins in recent weeks, including Tellurian’s $7.5 billion memorandum of understanding with India’s Petronet LNG Ltd for its Driftwood LNG project, signed just this past weekend, and LNG Ltd.’s 2-MMtpa sales and purchase agreement for its Magnolia LNG, inked early last week. Today, we provide highlights of recent regulatory and commercial developments that are pacing the proposed export capacity additions.
