Lublin on the Edge, Part 2 - To Counter Russia, Europe Needs to Integrate Its Far-Flung Natural Gas Networks

Two of the biggest challenges that Europe faces in the race to wean itself off Russian natural gas are the need to develop new pipeline connections between the continent’s many isolated gas networks and to integrate the European Union’s multiple gas markets. Addressing these won’t be easy. Unlike the U.S., whose pipeline systems were designed to transport gas long distances and across jurisdictional lines, Europe’s networks are more regional or even local in nature, and only recently has the EU been taking steps to link the continent’s markets. Oh, by the way, U.S. producers and LNG exporters should care about all this, because if Europe gets its act together, it could become an even larger and longer-term recipient of gas originating from the Permian, Haynesville, Marcellus/Utica and other shale plays. In today’s RBN blog, we discuss the prospects for tying together the EU’s gas pipelines, gas storage facilities, LNG import terminals and gas markets.

Float On - Europe Seeks FSRUs to Boost LNG Import Capacity, and Fast

Europe’s push to reduce and eventually eliminate its reliance on Russia for natural gas has pushed LNG imports back into the forefront of Europe’s long-term energy plan. This year, with European natural gas prices trading above Asian prices, the continent has been able to attract an incredible amount of LNG, with imports at record levels this winter and sitting just shy of those records this spring. That helped mitigate some of the risks to energy reliability from Russian aggression, at least until the Freeport LNG outage and the latest Russian gas curtailments, but import capacity in Europe was maxed out last winter and more LNG imports can’t happen in the long term without more import capacity. Most of the LNG terminals in Europe are operating at full capacity or don’t have enough market access on the other side of the pipe to take more. While plans to build new import terminals are underway, those take time, and lots of it, so Europe is also pursuing a more immediate option, floating storage and regasification units (FSRUs) — basically, an LNG import terminal on a ship. The Russian war against Ukraine has focused Europe on the issue of energy security, especially as it relates to natural gas. The continent has previously relied on Russia for more than 40% of its gas, but it now must scramble for new suppliers and alternative forms of energy. The matter is particularly urgent in a few countries along or very near the Russian border, including Lithuania, Poland and Ukraine itself. Fortunately, almost two years ago the three countries formed the “Lublin Triangle,” an alliance of sorts with the aim of enhancing military, cultural and economic cooperation while also supporting Ukraine’s prospective integration into the European Union and NATO. I've Got The Power - The Challenges Facing LNG-Fueled Independent Power Projects Overseas

A major driver for global growth in natural gas use, including LNG, derives from the power-generation sector. Large Japanese utilities introduced LNG into the power fuel mix in the early 1970s. More recently, a number of utilities in other countries have increased their use of gas-fired generation — and their imports of LNG — largely due to gas’s lower emissions profile and the flexibility that gas plants offer in balancing variable demand loads with variable dispatch profiles, including wind farms and solar facilities. The growing availability of LNG has also spurred interest among independent power producers (IPPs) in developing similar gas-fired projects, but so far fewer than 10 such projects have come online and some do not operate at their full potential. Why has LNG-to-power made such little headway in the independent-power segment? Heat of the Shipment—The Challenge of LNG/Gas Specification Compatibility

As if the international market for liquefied natural gas weren’t complicated enough, add the facts that 1) the LNG shipped from various export terminals differs in chemical composition, and 2) the specifications for the natural gas consumed by various countries around the world differ too. In other words, you can’t assume that the heating value and other important characteristics of the super-cooled gas in the LNG shipped from exporting country A will align with the gas specs enforced in importing country B. That’s a big deal to LNG exporters and traders who would like to be able to ship their LNG to wherever it would make the most money, but who need to consider a lot more. Depending on whom you believe, the international liquefied natural gas (LNG) market is either struggling through a period of oversupply and rock-bottom prices or poised for a new round of demand growth based on that low-cost supply abundance. (Hint: The answer may well be both of the above.) For electric and natural gas utilities that want to become LNG importers as quickly—and as cheaply--as possible, an increasingly popular option is buying or (more likely) chartering a floating storage and regasification unit, or FSRU.
