The Explorer Pipeline has extended an open season to secure shipper interest for a project to raise the diluent transportation capacity for a portion of its system.
The binding open season for the Diluent Expansion project will close July 26, instead of June 28; it opened May 29. The extra capacity will be available on or before July 2025, depending on its success.
The company didn’t detail what the new diluent capacity would be. But it would apply to shipments from U.S. Gulf Coast receipt points to destination points at the Irwin/Cochin terminal in Kankakee County, Illinois, and the Manhattan/Southern Lights terminal in Will County, Illinois.
Interested shippers must make a total volume commitment of at least 5 Mb/d and specify the destination point to which its volume commitment will apply. Those who make the commitment will get priority capacity on the Diluent Expansion, which is capacity not subject to prorationing during normal operating conditions. In exchange for receiving priority capacity, shippers will be paying a premium rate to the base rates assessed to walk-up shippers, for the shipment of their volume commitment.
