Phillips 66 said this week the company will shut down its Los Angeles-area refinery complex in Q4 2025 given uncertainty about and impact of market dynamics on its long-term sustainability.
The 139 Mb/d complex consists of two refineries in Carson and Wilmington five miles apart linked via pipeline (see photo below). The Carson plant processes crude oil, and the Wilmington plant upgrades those liquids into finished fuels and fuel-grade petroleum coke.
