Stung by the North Dakota Public Service Commission’s decision to reject its plan to build a pipeline that would transport captured carbon dioxide (CO2) to a storage hub near Bismarck, ND, Summit Carbon Solutions has submitted a revised application designed to address key concerns. Public opposition has largely been centered on safety and environmental issues, impacts to property values and residential development, and the potential use of eminent domain to advance the project.
The overall project, dubbed Midwest Carbon Express, would capture CO2 from ethanol plants (orange dots in map below) and other industrial sources in Iowa, Minnesota, Nebraska, North Dakota and South Dakota. The CO2 would be aggregated and transported by pipeline to North Dakota, where it would be permanently sequestered in deep geologic formations.
