Enbridge has completed Phase 1 of the Gray Oak Pipeline expansion, increasing the system’s capacity by 80 Mb/d to a total of 980 Mb/d. Phase 2 of the expansion project is scheduled to come online in April 2026, which would add 40 Mb/d.

Gray Oak (shown in yellow on the map below) is an 850-mile crude oil pipeline system that originates from multiple points in West Texas. The new expansion capacity originates from Crane, TX, and flows to Corpus Christi and Ingleside, where it supports crude exports at Enbridge’s Ingleside Energy Center (EIEC).

EIEC remains highly utilized. According to our Crude Voyager report, it accounted for just over 30% of total Gulf Coast crude oil exports in Q1 2025 — the highest share among all terminals.

As discussed in our Crude Oil Permian report, Gray Oak Pipeline has been running near capacity for some time now. In fact, crude oil pipeline capacity from the Permian to Corpus Christi is near full utilization. There are four pipelines that transport oil from the Permian to the Corpus Christi area — Cactus, Cactus II, EPIC Crude and Gray Oak — which collectively now provide 2.64 MMb/d of capacity.
