Andy Black is President and CEO of the Liquid Energy Pipeline Association, a Washington, DC-based trade association representing more than 50 pipeline companies and 95% of the liquid pipeline industry. Andy promotes LEPA’s mission of responsible government policies, performance excellence and public support for liquid pipelines. Andy has pursued LEPA’s legislative and regulatory agenda with leaders of Congress, FERC, DOT PHMSA and their staffs. He has testified before congressional committees on pipeline safety legislation, safety activities, pipeline expansion, 

border-crossing approvals, security and propane-supply issues. Andy’s previous work experience includes the House Energy and Commerce Committee, the Federal Energy Regulatory Commission and the El Paso Corporation.

Andy has a B.S. in Economics from Texas Christian University and an M.B.A. from the University of Maryland.

The Trump administration promised to put wind in the sails of the fossil fuels industry, but the Federal Energy Regulatory Commission has failed to resolve a key issue regarding the liquids pipeline rate index, under which the commission adjusts the rates charged to shippers on FERC-regulated crude oil, refined products and NGL pipelines. In today’s RBN blog, we’ll review the recent history of the rate index, why it moved sharply higher (and then lower) in recent years, and what lies ahead.
