The energy landscape in Texas has undergone significant changes in the two years since the calamitous events of Winter Storm Uri in February 2021. The extreme weather wreaked havoc on the state’s electric generation and natural gas systems, and subsequent investigations resulted in two reform bills — Senate Bill 2 and Senate Bill 3 — aimed at installing new leadership at the Electric Reliability Council of Texas (ERCOT), the electric grid operator, and requiring state regulators to develop rules and standards to address the points of failure in electricity and natural gas infrastructure and operations. Since the bills were signed into law in June 2021, oil-and-gas, electric-grid and utility monitors have adopted a number of requirements, some more prescriptive than others. In today’s RBN blog, we highlight what has changed and where there are still potential gaps.

Even through the market turmoil of the past couple of years, the Permian has been a production powerhouse, lately churning out an average of nearly 5 MMb/d of crude oil and 14 Bcf/d of natural gas. But is the Permian on shaky ground? Well, sort of. Distinct areas within both the Midland and Delaware basins in West Texas have experienced an increasing number of higher-magnitude earthquakes that have been linked to the saltwater disposal (SWD) wells that E&Ps use to get rid of the massive volumes of “produced water” their oil and gas operations generate. As a result, regulators have been ordering some of these disposal wells to be shut down and directing producers and midstreamers to develop “seismic response action plans” aimed at reducing the frequency and severity of quakes. In today’s RBN blog, we look at what has been happening on the earthquake front in West Texas and how E&Ps can deal with it.

Blueknight Energy Partners’ 100 Mb/d Knight Warrior pipeline is currently under construction and due online in Q2 2016 to deliver crude from the developing Eaglebine play to the Houston Ship Channel. It complements the 60 Mb/d Sunoco Logistics Eaglebine Express pipeline to Nederland, TX that opened last December. Today we discuss how the promising but relatively complex nature of Eaglebine drilling could scare off producers until prices move substantially higher than today’s levels.
