The Louisiana Department of Environmental Quality (LDEQ) released draft air permits on August 9, 2024, for two expansion projects at the Shintech Plaquemine facility in Iberville Parish. One of these projects is a new steam cracker (ethylene unit) near the site of Shintech’s existing cracker. 

That existing 1,100 MMlbs unit was first announced in 2015 as part of Shintech's petrochemical production capabilities in the U.S. Primarily designed to produce ethylene from an ethane feedstock (about 31 Mb/d ethane), the facility faced multiple delays during its construction phase. Initially expected to be completed by 2018, the plant only came online in late 2022. The plant is vertically integrated with Shintech’s downstream polyvinyl chloride (PVC) and other petchem manufacturing facilities.   

Shintech, a subsidiary of Japan-based Shin-Etsu Chemical Co., is one of the largest PVC producers in the world.
