Crude oil flows from the Permian Basin to Houston reached a record high in December 2023, totaling 2.47 MMb/d (blue line in graphic below), according to data from the Texas Railroad Commission. For the full year of 2023, 2.16 MMb/d were transported from West Texas to Houston, marking a 17% increase compared to the 1.85 MMb/d in 2022. Enterprise recently repurposed its Midland to ECHO II pipeline for NGL service, now referred to as Seminole pipeline, reducing Permian takeaway capacity by 220 Mb/d.
