Enbridge joins WhiteWater and MPLX with Whistler/Rio Bravo JV

The U.S. may be in a monthslong pause in approving new LNG exports but that doesn’t change the fact that U.S. LNG export capacity will nearly double over the next four years, that most of the new liquefaction plants are being built along the Texas coast, and that their primary source of natural gas will be the Permian Basin. That helps to explain why three big midstream players — WhiteWater/I Squared, MPLX and Enbridge — recently formed a joint venture (JV) to develop, build, own and operate gas pipeline and storage assets that link the Permian to existing and planned LNG export terminals. In today’s RBN blog, we examine the new JV and discuss the ongoing development of midstream networks for crude oil, natural gas and NGLs. 

Several large, publicly held midstream companies play critical roles in transporting crude oil, natural gas and NGLs from the Permian Basin to markets along the Gulf Coast, and all of them are investing hundreds of millions or even billions of dollars to expand their Permian-to-Gulf infrastructure. But there’s a privately held outlier among them — WhiteWater Midstream, which has developed key gas pipelines in Texas and has been partnering with MPLX, Enbridge and others to own and develop a few more. Crude oil production in the Permian may or may not have peaked — that’s TBD. What we do know is that even if the shale play’s oil output flatlines, the Permian will generate increasing volumes of natural gas (and NGLs) and virtually all of it will need to be piped to other markets, primarily the Gulf Coast to feed existing and planned LNG export terminals, gas-fired power plants and other large consumers. To keep pace with that undeniable need for more Permian-to-Gulf takeaway capacity, WhiteWater has announced plans, through its Matterhorn joint venture (JV), for yet another mountain-themed gas conduit to the coast.
